Achievements
Leadership & Management - Led and managed military and civilian personnel at all levels, from small task focused groups to large, geographically dispersed, complex and diverse matrixed organizations exceeding 12,000 personnel and an annual operating budget of over two billion dollars. Leadership environments ranged from arduous, highly stressful combat conditions to short notice, highly visible emergency and crisis response operations to routine daily business conditions.
Organizational Development - Reorganized the Navy’s two largest geographic regions into more efficient and effective command and operating structures. Formulated, coordinated and instituted strategies to train and empower assigned personnel to successfully continue their service delivery missions despite significant annual reductions of more than 10% in resourcing to requirement. Initiated and led a Navy-wide study to identify and eliminate duplicative efforts and improve performance in the Navy’s environmental workforce that produced opportunity to eliminate over 100 positions and save ten million dollars.
Business Development & Strategic Planning - Led a team of shore installation management specialists in the effort to capture new and innovative ways to ensure effective cost controls and profitability. Led the Navy’s planning effort for the first major holistic shore infrastructure recapitalization effort in over 65 years. Facilitated uninterrupted delivery of services for over 120 product lines and created fiscal solutions to annual budgetary shortfalls including savings in excess of $200 million through consolidation initiatives and elimination of excess infrastructure.
Policy Development & Environmental Policy - Principal architect of the Navy’s environmental policy regarding the use of active sonar in the vicinity of marine mammals – preserving the Navy’s capability to train for a vital war fighting discipline while simultaneously protecting wildlife. This policy successfully withstood litigation challenges at the U. S. Supreme Court. Founding Principal of the Southeast Regional Partnership for Planning and Sustainability (SERPPAS) formed to promote better collaboration in making resource and compatible use decisions among the military departments, other federal agencies and six southeastern states.
Operational Planning – At both the installation and regional levels of command, led the operational planning and execution efforts for Navy preparation, response and recovery to multiple large scale regional natural disaster events, including hurricanes, floods, earthquakes, wild fires and blizzards and the operational planning and the execution of security and force protection for Navy personnel, infrastructure and assets against the full spectrum of man-made threats and included commanding installation force protection efforts during the September 11, 2001 attacks. Led development, exercise and execution of regional force protection and infrastructure protection plans for 37 Navy installations and 52 Navy reserve centers geographically disbursed across 21 southeastern, mid-Atlantic and northeastern states.

2007 to 2011 - Commander, Navy Region Mid-Atlantic, Norfolk, VA
Direct responsibility for leading the U.S. Navy’s largest, most complex geographic region comprised of 16 installations and 34 reserve centers in 14 states and an annual operating budget of over two billion dollars. The installations include five airports, eight ports supporting 114 ships, and over 1000 aircraft. Led a work force of over 11,000 military and civilian personnel supporting a regional customer base of over 275, 000 people.
2005 to 2007 – Commander, Navy Region Southeast, Jacksonville, FL
Direct leadership responsibility for 17 installations and 28 reserve centers in 7 states and the Caribbean and execution of an annual operating budget of 1.9 billion dollars. The installations include 11 airports and seven ports. Led a work force of over 12,000 military and civilian personnel supporting the operations, training and quality of life programs for a regional population of over 200,000 people.
2004 to 2005 – Director, Environmental Readiness Division (OPNAV N45), Arlington, VA (Pentagon)
Department of the Navy lead for environmental policy and readiness. Responsible for formulation of the Navy’s environmental and energy policy and annual validation of environmental resource requirements for planning, compliance, restoration and pollution prevention programs. Led a staff of over 45 military and civilian personnel in multiple, high visibility consultations and negotiations with the Congress, federal and state governmental agencies, foreign governments and other non-governmental organizations. Had direct oversight responsibility for the development of an annual service-wide budget of over 300 million dollars.
2001 to 2004 – Commanding Officer, Naval Air Station Jacksonville, Jacksonville, FL
Direct responsibility for all aspects of the operations and maintenance of the installation, led a workforce of over 1,500 personnel with an annual operating budget of approximately $145 million. With the functionality of a medium sized city, the installation enabled the daily operations and training requirements of the 25,000 personnel assigned.
